Quality Assurance Report

What is QAR?

Quality Assurance Report (QAR) is a system designed to recognize the unique aspects of quality in early learning and education programs throughout the State of Missouri. Participation in QAR is voluntary and includes community-based early learning programs, school-based preschool programs, and family child care. Programs are given choice in how quality practices are demonstrated and families are provided with consumer education about the quality of early learning programs.

Benefits of QAR

Programs receive access to tools and supports that improve quality including:

Classroom Assessment Scoring System (CLASS) observations

Classrooms will be assessed using the CLASS tool to measure quality teacher-child interactions and classroom environment features. CLASS helps programs Focus, Measure, and Improve as part of a continuous quality improvement system. The implementation of CLASS creates a shared understanding of quality and measures the quality of the interactions between educators and children, as well as between children. Data-driven professional development is tailored and individualized to improve teaching quality.

One-on-One Practice-Based Coaching

Practice-Based Coaching is a professional development strategy that uses a cyclical process. This process supports the use of effective teaching practices that lead to positive outcomes for children. Programs will receive strengths-based, one-on-one coaching in the context of collaborative partnerships. The coaching partnership will be guided by shared goals and action planning, focused observations, and reflection on practices supportive of the educator’s growth and development.

Access to Quality Supports and Resources

Educators will have access to learning resources through a MyTeachstone account, along with additional professional development opportunities, including CLASS Reliability Training. All training courses are MOPD clock hour approved. Programs also have access to a fully funded training opportunity for staff who are interested in obtaining a Child Development Associate (CDA) Credential, for clock hour or college credit.

QAR’s child-centered framework is a clear vision for what each child in Missouri should experience in early care and education programs, regardless of age or setting, with a focus on: quality interactions, program structure, staff/professional standards, inclusive practices, and family engagement. It’s a journey of continuous improvement that is data-driven and leads to better outcomes for children. High quality early care and education programs prepare children to be life-long learners.

What Does Choice in Quality Look Like?

QAR is designed to allow programs flexibility in choosing indicators that best meet their program strengths and capacity for quality improvement.

In addition, quality indicators are designed in two ways: requiring all components or choice within the selection of components.
